Billy Hix

Since mid-1991, Mr. Hix has worked as a senior advisor, manager and team leader in international business development for a number of clients, including the U.S. Department of State, U.S. Army, and multinational corporations. He is also corporate advisor to Hill & Associates.

His assignments have enabled him to develop business and government contacts in a highly diverse international community.

Until August of 1993, when he moved to Germany, he managed a major security services contract on behalf of OMNISEC International and continued a nine-year relationship with the Titan Corporation. At Titan, his responsibilities as manager of special projects included leading a team charged with designing and implementing threat and vulnerability studies for the U.S. B-2 bomber programme. He also provided guidance to classified programmes and developed business.

During the period of February 1956 to May 1984, Mr. Hix was a professional in the Central Intelligence Agency (C.I.A.) where he held progressively responsible positions including investigator, industrial security officer, senior staff officer, policy officer, component administrator, project manager and security executive. At the time of his retirement, Mr. Hix was Chief of Physical Security, C.I.A., charged with the protection of all Agency personnel, programmes and installations, both in the U.S. and overseas. He served in Turkey, Japan, Thailand, Laos and Germany, where he managed the C.I.A.’s European Security Program, including Counterterrorism.

Mr. Hix has on the ground experience in all of Eastern and Western Europe as well as in Asia. He has worked directly with the U.S. Department of State to design protective programs. His staff experience includes the SALT Talks in Geneva, Switzerland and a tour as a White House briefing officer on special programmes.

Mr. Hix’s U.S. Army service, both enlisted and commissioned, includes a year in South Korea (1951-1952).

He holds a B.S from Middle Tennessee State University and graduated from a Senior Course at the Federal Executive Institute. Mr. Hix has also attended specialised courses, seminars and programmes in Intelligence Operations, Security and Management.
